This workaround is not officially confirmed, and whether it works for every save is not confirmed yet. Simply leaving and coming back failed in a separate reported case.
What If Clicking the Priest Still Does Nothing?
The reported symptom was a cloth-like sound when clicking the priest, without being able to speak to him for the quest. Reloading the save, leaving and returning, and verifying game files all failed for that player.
Switching to another location is the specific attempt described in the successful case. If that also fails, a further fix is not confirmed yet.
