If you have construction materials and free pioneers but nobody comes to build, save the game, exit to the Main Menu, and reload your latest save. Players report that this gets construction going again. If it doesn't, fully restart the game; if the stoppage began after the quest with the man who disappears at night, try an earlier save.
How Do You Try the Latest-Save Workaround?
Save the stalled game
Save in the settlement where construction stopped, and note which building nobody is working on.
Exit to the Main Menu and reload
Return to the Main Menu and load that latest save.
Watch the stalled building
If workers come to build, you're done. If not, move on to a full restart.
What If Returning to the Main Menu Doesn't Help?
Another player hit the same problem on their first sawmill. They saved, closed the game completely, launched it again and loaded the save, and construction resumed with no further trouble. Try the same, then watch the stalled building again.
Did Builders Stop After the Night Disappearance Quest?
One player with a developed town and plenty of workers found that nobody would build. Loading an earlier save fixed it, but the stoppage came back when they started the quest with the man who disappears at night, and finishing the quest did not fix it.
This is one player's report, not proof that the quest causes every stoppage. In their game, completing the quest did not bring construction back.
If that matches your game, load a save from before the quest and check workers come to build before starting it again.
